The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Rear Admiral Henry Duff Arnold (NSN: 0-532620), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Vice Commander, Naval Electronic Systems Command and Commander, Naval Electronic Systems Command, Washington, D.C., from July 1979 to July 1982. Responsible for the development and deployment of highly classified naval electronic warfare and intelligence support systems, Rear Admiral Arnold provided the superlative guidance and management necessary to ensure that these systems of vital importance to the national defense posture were operational in a timely manner. As one of the most respected experts in surveillance and intelligence exploitation systems, his brilliant professional leadership and complete dedication to aggressive pursuit of innovative capabilities to enhance national security had a profound impact on the future defense posture of the United States. By his distinguished service, professional expertise, and steadfast devotion to duty, Rear Admiral Arnold reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
