The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Stephen Henry Gimber (NSN: 0-75405), United States Navy, for exceptionally meritorious service from 19 August 1963 to 30 June 1965 while serving in a position of great responsibility in the Defense Intelligence Agency. During this period, Captain Gimber performed extremely vital roles in the mission accomplishment of the Agency and personally contributed to a sustained flow of outstanding intelligence on critical and complex problem areas for the highest level of the United States Government, including the White House, the Secretary of Defense, the Joint Chiefs of Staff, the Military Departments, the Unified and Specified Commands, and the United States Intelligence Board. The precision with which he was able to integrate substance, coverage, and format of intelligence with the requirements of planners and decision makers is an outstanding tribute to his unique and invaluable talents and experience. With firmness of purpose, Captain Gimber fully exploited every resource available to him, exerting a most profound influence on the intelligence community and, in fact, the security of the United States during his assignment to the Defense Intelligence Agency. His dynamic leadership, sound judgment, keen foresight and inspiring devotion to duty reflect great credit upon himself and the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Stephen Henry Gimber (NSN: 0-75405), United States Navy, for conspicuous gallantry and intrepidity while serving as Diving Officer of a United States Submarine during three extensive and highly successful war patrols in enemy Japanese infested waters. In spite of persistent and extremely harassing hostile opposition, Lieutenant Commander Gimber, through expert and conscientious performance of his duties, assisted materially in the sinking of an important amount of Japanese shipping. His keen judgment and exemplary conduct under fire contributed greatly to the success of his ship and were in keeping with the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Silver Star to Commander [then Lieutenant Commander] Stephen Henry Gimber (NSN: 0-75405), United States Navy, for conspicuous gallantry and intrepidity in action as Assistant Approach Officer of the U.S.S. RASHER (SS-269), during the FIRST War Patrol of that Submarine in enemy-held waters. A forceful and courageous leader, Commander Gimber aided materially in training the crew to a high state of readiness and, by his outstanding professional skill in directing the RASHER during an attack, and in rendering valuable aid to his Commanding Officer on other occasions contributed in large measure to the success of each perilous mission. His unflagging devotion to duty, skill and cool competence under dangerous conditions served as a constant inspiration to the officers and men under his command and were in keeping with the highest traditions of the United States Naval Service.
