The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Vice Admiral Frederick Henry Schneider, Jr. (NSN: 0-78629), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from July 1970 to May 1971, while serving as Deputy Assistant Secretary of Defense (Inspection Services), Office of the Assistant Secretary of Defense (Administration). Exercising dynamic leadership and outstanding professional competence, Vice Admiral Schneider contributed greatly toward effecting marked improvements in the inspection concepts and investigation functions of the Department of Defense. His exemplary managerial capability, diligence and devotion to duty in the conduct of inspections of Defense Agencies and Commands provided realistic assistance to the Office of the Secretary of Defense and the Joint Chiefs of Staff in connection with the many complex situations associated with the management of these offices. Vice Admiral Schneider’s achievements in this important assignment reflect great credit upon himself and the Department of Defense and were in keeping with the highest traditions of the United States Naval Service.

Commander 7th Fleet: Serial 0629 (February 9, 1945)The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Frederick Henry Schneider (NSN: 0-78629), United States Navy, for gallantry and intrepidity in action as Commanding Officer of the U.S.S. THORN (DD-647), during operations in Leyte Gulf and Surigao Strait, Philippine Islands, from 19 to 25 October 1944. Participating in the occupation of Leyte as a unit of the fire support and bombardment group, Lieutenant Commander Schneider skillfully directed his ship in the successful performance of screening duties in dangerous waters despite heavy enemy mortar fire and air attacks. Engaging major units of the Japanese Fleet during the Battle of Surigao Strait, he, without serious damage to his own ship, contributed materially to the defeat of the enemy Fleet. By his outstanding leadership, perseverance and devotion to duty, Lieutenant Commander Schneider upheld the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Vice Admiral Frederick Henry Schneider, Jr. (NSN: 0-78629), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander Service Force, U.S. Pacific Fleet from August 1971 to July 1972. As principal logistic agent of the Commander in Chief, U.S. Pacific Fleet, Vice Admiral Schneider significantly streamlined operations and expertly re-programmed resources to ensure the readiness of his mobile logistic forces and key shore activities to provide maximum support to the operating forces of the U.S. Pacific Fleet. During the 1972 Spring offensive of the North Vietnamese, and the resulting substantial and rapid buildup of U.S. Naval forces in Southeast Asia, Vice Admiral Schneider took immediate and positive action to augment and re-schedule his logistic support forces and ship repair facilities in the Western Pacific, and thus contributed immeasurably to the success of the air and naval gunfire operations in support of the Republic of Vietnam forces. Through Vice Admiral Schneider’s intense interest in people as individuals, and his dedicated and inspirational leadership, communication and understanding were significantly improved, and numerous morale enhancing programs were instituted. His superb performance of duty was in keeping with the highest traditions of the United States Naval Service.
