Under the provisions of Executive Order 11545, July 9, 1970, the Secretary of Defense of the United States of America take pleasure in awarding the Defense Distinguished Service Medal to Vice Admiral Gary Roughead, United States Navy, for exceptionally meritorious and distinguished service contributing to national security and defense, in a position of great responsibility to the Government of the United States, as Commander, SECOND Fleet; Commander, Striking Fleet Atlantic; Commander, Naval North Fleet East; Commander, Joint Task Force One Two Zero and Commander, Joint Task Force Nine Five Zero, from August 2003 to October 2004. Admiral Roughead’s brilliant leadership and unparalleled initiatives produced dramatic improvements in Atlantic Fleet combat readiness and interoperability within a joint and combined environment. He aggressively worked with North Atlantic Treaty Organization counterparts to strengthen and support transformation initiatives. He galvanized his staff to build a critical framework that allowed the establishment of Joint Headquarters Lisbon and maintenance of the sea-based joint task force to meet contingencies. His establishment of new initiatives with Canadian and United Kingdom Navies dramatically improved training and operational capabilities for all three nations. Applying keen vision in his ardent implementation of the new Fleet Response Plan, he maximized training efficiencies and provided four carrier strike groups, one expeditionary strike group and two surface strike groups to Operation IRAQI FREEDOM and the Global War on Terrorism. Additionally, he coordinated and executed the largest combined joint task force exercise in ten years, Operation BLINDING STORM, where nine coalition partners and 28,000 participants combined to affect an unprecedented level of cooperative training and interagency integration. Displaying unwavering commitment to innovation, he led his staff to develop unique solutions to technological challenges that have become the model for emulation by joint and coalition partners. The distinctive accomplishments of Admiral Roughead reflect great credit upon himself, the United States Navy, and the Department of Defense.
