The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Distinguished Flying Cross to Commander Ronald Jackson Hays (NSN: 0-532873/1310), United States Navy, for extraordinary achievement while participating in aerial flight as pilot of a jet attack aircraft attached to and serving as Commanding Officer of Attack Squadron EIGHTY-FIVE (VA-84), embarked in U.S.S. KITTY HAWK (CVA-63), during a Joint Chiefs of Staff directed strike in support of combat operations in North Vietnam on 11 March 1967. Commander Hays, as the strike leader, boldly planned and led a coordinated strike group composed of 17 jet attack/fighter aircraft and 11 support aircraft in a daring daylight strike against the heavily defended Bac Giang Thermal Power Plant, located 27 miles from Hanoi. While constantly exposed to attack from surface-to-air missiles, enemy aircraft and anti-aircraft artillery batteries he skillfully and courageously led the strike group over the long preplanned track over enemy terrain. When the first of numerous volleys of surface-to-air missiles were fired at the force at a distance of 30 miles from the target and when, at a distance of eight miles from the target, intense tracking anti-aircraft fire was encountered, it was only by an exceptionally high degree of personal skill, courage and determination that Commander Hays continued to advance steadily and unerringly toward the target with his strike force. After leading the force to an optimum roll in point in the face of intense missile and gun fire he initiated the attack with a dive bombing run and accurately delivered his bombs on the target. The success of the mission was verified by on the scene handheld photography and the fact that only one aircraft sustained minor damage from the formidable opposition. By daring action, exceptional skill and fearless devotion to duty, Commander Hays upheld the highest traditions of the United States Naval Service.
