The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Silver Star to Commander Walter Manly Foster (NSN: 0-63380), United States Navy, for gallantry and intrepidity in action as Commanding Officer of the U.S.S. MOALE (DD-693), against the enemy during the preliminary operations, bombardment, assault, and support of landings in Lingayen Gulf, Luzon, Philippine Islands, between 3 January 1945 and 18 January 1945. All duties assigned to the U.S.S. MOALE, which included anti-aircraft and anti-submarine screening, bombardment of enemy shore positions and beaches and fire support of underwater demolitions units in Lingayen Gulf, were executed in an outstanding manner. These important tasks were performed while his ship was being subjected to many persistent and dangerous enemy aircraft attacks and fire from enemy shore batteries. Commander Foster’s skill and courage, his devotion to duty and conduct throughout were in keeping with the highest traditions of the United States Naval Service.
