The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Vice Admiral Robert Francis Dunn (NSN: 0-542919/1310), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander Naval Air Force, U.S. Atlantic Fleet, Norfolk, Virginia from December 1983 to December 1986. Vice Admiral Dunn’s contributions extended across the full spectrum of Naval Aviation leadership, operations, logistics, research and development. His responsibilities spanned three oceans and touched every element of Navy and Marine Corps aviation. Vice Admiral Dunn’s tireless energy and dynamic pursuit of excellence resulted in unprecedented low aircraft mishap rates; superior training and readiness of eight aircraft carriers and embarked air wings; and the academic foundation for the Antisubmarine Warfare University. His actions had direct impact on every man and woman in the Force and significantly improved their ability to do their jobs under the most demanding conditions. Vice Admiral Dunn’s adroit leadership, consummate planning abilities, and exemplary devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
