The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Silver Star to Lieutenant Max Carson Duncan (NSN: 0-123591), United States Navy, for conspicuous gallantry and intrepidity in action in the U.S.S. BARB (SS-220) during the TWELFTH War Patrol of that Submarine in areas north of Hokkaido and east of Karafuto, from 8 June 1945 to 2 August 1945. As Officer-of-the-Deck, his skillful navigation of his ship, assisted his Commanding Officer considerably in conducting successful attacks which resulted in the sinking of over 10,500 tons of enemy installations. His coolness and high devotion to duty contributed directly to the success of his vessel in evading enemy countermeasures. His conduct throughout was an inspiration to the officers and men in his ship, and were in keeping with the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Max Carson Duncan (NSN: 0-123591), United States Navy, for conspicuous gallantry and intrepidity in action in the performance of his duties as Torpedo and Gunnery Officer in a United States Submarine during a War Patrol of that vessel during World War II. His outstanding ability, and skill, enabled him to furnish his Commanding Officer with valuable information, thereby contributing directly to the sinking and damaging of enemy shipping totaling approximately 85,000 tons. His conduct throughout was an inspiration to the officers and men in his ship, and was in keeping with the highest traditions of the United States Naval Service.
