    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Rear Admiral Worth Harrington Bagley (NSN: 0-484291/1100), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during combat operations as Commander Cruiser-Destroyer Flotilla SEVEN and Commander Cruiser-Destroyer Group SEVENTH Fleet from January to June 1970. Exercising outstanding professional skill and resourcefulness, Rear Admiral Bagley was responsible for the supervision and coordination of all cruiser and destroyer efforts in the SEVENTH Fleet. In fulfilling this vital role, he devoted a great amount of personal effort to improving existing doctrine and accomplishing all tasks assigned to cruisers and destroyers during a period when the demand for services was extremely high. Rear Admiral Bagley’s meticulous attention to contingency planning enabled his ships to react quickly and effectively to commitments assigned on short notice. In addition, he directed several operations in surveillance of enemy trawlers, preventing these craft from accomplishing their mission of re-supply of enemy forces in the Republic of Vietnam on several occasions. His support of MARKET TIME operations was timely and extremely effective. By his professionalism, leadership and dedication, Rear Admiral Bagley reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Worth Harrington Bagley (NSN: 0-484291/1100), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Executive Assistant and Naval Aide to the Secretary of the Navy from October 1966 to September 1968. Consistently exercising marked professional skill and resourcefulness, Captain Bagley has rendered invaluable assistance to the Secretary of the Navy and other officials at the highest levels of the Department of the Navy and other officials at the highest levels of the Department of the Navy in the resolution of issues of the greatest import to the leaders of the naval service and to the defense of the United States. Through his broad operational experiences and outstanding managerial ability, he has been able to delineate alternatives and priorities with a breadth of perspective and clarity of presentation which have greatly enhanced the decision-making processes within the Navy Secretariat. In addition, he has been instrumental in further strengthening coordination between the Office of the Secretary of the Navy and the Office of the Chief of Naval Operations, thereby increasing the effectiveness of the entire Department and assuring the continuing interchange of ideas and the development of sound proposals and policy guidance in executing the decisions and directives of the Secretary of the Navy. Captain Bagley’s exemplary performance has been characterized by perseverance, keen insight, mature judgment and skilled diplomacy. His outstanding ability, leadership, and inspiring devotion to duty reflect great credit upon himself and the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Vice Admiral Worth Harrington Bagley (NSN: 0-484291/1100), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Director, Navy Program Planning and as Scientific Officer for the Center for Naval Analyses in the Office of the Chief of Naval Operations during the period May 1971 to April 1973. As the Navy’s senior planning, programming and budgeting official, Vice Admiral Bagley was responsible for developing and coordinating many Navy programs having significant effect on the defense of the United States. His extensive knowledge of budgetary processes and techniques of financial management was essential to the Navy’s formulation of fiscal budgets, budget revisions, and many key reprogramming decisions. As Scientific Officer for the Center for Naval Analyses, Vice Admiral Bagley displayed exceptional foresight and balance in directing the Navy’s study program, producing results of immediate and long-lasting benefit to the Service. By his dedicated and distinguished performance of duty throughout this period, Vice Admiral Bagley reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

Functioning in close cooperation with and in direct support of the Chief of Naval Operations, Admiral Bagley’s astute and timely recommendations were invaluable in the formulation and implementation of naval strategy. Possessed of a profound grasp of global strategy, he demonstrated an inestimable capability of timely and accurate assessment of U.S. naval requirements and recommended courses of action in the fulfillment of national policy. In the absence of the Chief of Naval Operations, Admiral Bagley contributed directly as a highly respected alternate member of the Joint Chiefs of Staff in deliberations involving the vital interests and security of the United States. To facilitate coordination of all U.S. Navy Foreign Military Sales activities in order to optimize U.S. Navy support of U.S. Security Assistance Program objectives, the Foreign Military Sales Steering Group was established under Admiral Bagley’s direct guidance. With highly respected technical competence and professional acumen, he established and maintained an effective rapport with the organizations within the Department of Defense, and with the industrial and scientific communities in the conduct of naval affairs. Admiral Bagley’s distinguished achievements, inspiring leadership, and resolute dedication reflected great credit upon himself and the United States Naval Service.
