The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Colonel Charles M. Gurganus, United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding service while serving as Commanding Officer, Regimental Combat Team 8, SECOND Marine Division, II Marine Expeditionary Force, United States Marine Corps Forces, Central Command, in support of Operation IRAQI FREEDOM, from 7 March to 9 August 2005. Colonel Gurganus’ leadership directly contributed to the success of combat operations in the Al Anbar Province. Demonstrating tactical acumen and agility, he imparted the concept of “Clear, Hold, Win, Won” as a method to achieve and sustain success in the Area of Operations, to include the strategically symbolic city of Al Fallujah. Colonel Gurganus successfully accomplished this difficult mission and improved the stability and security across the battle space by employing combat resources and directing comprehensively planned counter-insurgency and shaping operations. His thorough command and control of United States Marine Corps, United States Army, Iraqi Ministry of Defense, and Iraqi Ministry of Interior Forces, was a testament to his operational acumen and leadership. Colonel Gurganus influenced the development of a Fallujah City Council into a functioning governing body and pushed the coalition forces and Iraqi Security Forces presence into Saqlawiyah, Karmah, and Al Amiriyah. Leading his combat forces from the front, he continually traversed his battle space where twice his vehicle was attacked by improvised explosive devices. Colonel Gurganus’ sterling leadership, keen judgment, and inspiring devotion to duty reflected great credit upon him and were in keeping with the highest traditions of the Marine Corps and the United States Naval Service.
