    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Infantry) Houck Spencer, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from May 1956 to May 1964. [This award supersedes the award of the Army Commendation Medal to Colonel Spencer for meritorious service during the period 24 September 1958 to 7 May 1959 as announced in General Orders Number 39, Headquarters, 7th Infantry Division, dated 13 May 1950 and the Army Commendation Medal (First Oak Leaf Cluster) for meritorious service during the period 3 January 1962 to 4 May 1964 as announced in General Orders Number 84, Headquarters United States Army Infantry Center, Fort Benning, Georgia, dated 24 August 1964.]
