The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Fourth Bronze Oak Leaf Cluster in lieu of a Fifth Award of the Distinguished Flying Cross with Combat “V” to Colonel Robert Ray Scott (AFSN: FR-8541), United States Air Force, for heroism while participating in aerial flight as an F-105 Pilot from 26 September 1966 to 8 October 1966. During this period, Colonel Scott directed, briefed and flew as a combat pilot on several missions to test the effectiveness of untried equipment in highly hostile environments. With complete disregard for his personal safety, Colonel Scott deliberately avoided evasive tactics in order to fully test the new equipment. With the mission of the Air Force and the lives of his fellow airmen foremost in his mind, Colonel Scott, with great risk to his own life, contributed immeasurably to the success of the operation. This outstanding heroism and selfless devotion to duty displayed by Colonel Scott reflect great credit upon himself and the United States Air Force.
