The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” (Navy Award) to Major Paul D. Balbin (ASN: 0-293800), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Signal Officer of a task group on Saipan and Tinian, during the Marianas campaign from 15 June 1944 to 26 October 1944. Major Balbin went ashore at Charankanoa, Saipan, on 17 June 1944, and made personal reconnaissances of possible radar sites, often within small arms range of the front lines. Based on his sound technical advice the air warning system was rapidly placed into effect on Saipan. The efficiency of this system was demonstrated in that, during the entire period, not one enemy approached Saipan or Tinian undetected. He supervised the installation of eight radars of various types on Saipan and Tinian into a practical and highly effective system. His capacity for organization, his sound technical knowledge of the air warning system, and his endurance and unceasing energy were an inspiration to all who served with him and contributed in large measure to the successful installation and efficiency of the air warning system. His outstanding performance of duty was in keeping with the highest traditions of the United States Military Service. (Major Balbin is authorized to wear the Combat “V”.)
