His extraordinary heroism and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.

The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Captain Thomas Robert Harrison (ASN: 0-416400), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Battalion Instructor, 2d Battalion, 21st Field Artillery, Philippine Army, from December 1941 to April 1942, during the difficult Luzon and Bataan Campaigns. As the only American officer withy the unit, he repeatedly assumed responsibility for making important decisions, issuing timely orders, and implementing combat operations. Although he had been commissioned less than six months, Captain Harrison accomplished his duties in an outstanding manner, and contributed materially to the gallant defense of the Philippines.
