    The President of the United States of America, authorized by Executive Order 11046, 24 August 1962, takes pleasure in presenting the Bronze Star Medal to Lieutenant Colonel Christopher C. Carrier, United States Army, for exceptionally meritorious service to the United States as Chief, Future Operations Plans for the Joint Forces Special Operations Component Command-Iraq (JFSOCC-I) from 16 January 2010 to 27 October 1910 during Operation IRAQI FREEDOM and Operation NEW DAWN. Lieutenant Colonel Carrier led JFSOCC-I Future Operations Plans efforts to define future special operations missions in Iraq and synchronize special operations within United States Forces-Iraq Plans during the responsible drawdown of forces. He managed all JFSOCC-I Commanding General engagements with senior Iraqi Military and constructive relationship between U.S. Special Operations Forces and Iraqi Counter Terrorism Forces. He developed an assessment framework to evaluate the development of Iraqi Partner Forces which enabled U.S. commanders to adjust and realign advisory efforts to increase operational effectiveness. Lieutenant Colonel Carrier’s actions are in keeping with the finest traditions of the military service and reflects distinct credit upon himself, the Joint Forces Special Operations Component Command-Iraq and the United States Army.
