The Secretary of the Army of the United States of America takes pleasure in presenting the Army Commendation Medal with Combat “V” to Private First Class Dustin Phelps, United States Army, for valorous conduct against enemy forces in combat action from 20 March to 12 April 2003, while serving in 3-15 Infantry Battalion, 3d Infantry Division (Mechanized), during Operation IRAQI FREEDOM. Private First Class Phelps’ dedication to duty and personal courage in the face of the enemy is in keeping with the finest traditions of the Army. His heroic actions reflect great credit upon himself, the “SPARTAN” Brigade Combat Team, the 3d Infantry “MARNE” Division and the United States Army.
