The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel Delmar Lowell English (AFSN: FR-62098), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Deputy Commander for Maintenance, 4950th Test Wing, Aeronautical Systems Division, Wright-Patterson Air Force Base, Ohio, from 21 August 1984 to 31 July 1987. During this period, the professional skill, leadership, and dedication of Colonel English were major factors in the success of vital test programs of great national importance. As a direct result of his managerial wisdom, technical skill, considerable experience, complete dedication, and outstanding leadership, maintenance personnel were motivated to perform at levels never before achieved in the 4950th Test Wing. The singularly distinctive accomplishments of Colonel English culminate a long and distinguished career in the service of his country and reflect great credit upon himself and the United States Air Force.
