The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Major Stephen Edgar Katz, United States Air Force, for extraordinary achievement while participating in aerial flight as a Navigator aboard an HC-130P aircraft over hostile territory in Southeast Asia on 3 January 1971. On that date, Major Katz skillfully coordinated and controlled the activities of ten rescue aircraft engaged in an extremely difficult and challenging combat aircrew recovery effort deep in hostile territory. Major Katz’s superior resourcefulness and outstanding knowledge of combat rescue operations contributed immeasurably to the success of the mission and led to the safe recovery of two downed airmen from certain capture and possible death at the hands of hostile forces. The professional competence, aerial skill, and devotion to duty displayed by Major Katz reflect great credit upon himself and the United States Air Force.
