The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Colonel Neal Creighton (ASN: 0-68486), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from June 1973 to June 1976. As Commander, Combined Army Training Center, Colonel Creighton’s innovative management practices resulted in continued improvement to the center’s curriculum. As Commander, 1st Brigade, 3rd Infantry Division, his continuous concern for the combat readiness led him to pioneer the Flexible Forward Defense, a new tactical concept, which was subsequently implemented throughout the 3rd Infantry Division. Under his leadership, the 1st Brigade wone the Army-level Reenlistment Award and the United States Army, Europe Project Partnership Award for 1975. Colonel Creighton’s exceptional performance of duty reflects great credit upon him and the United States Army.
