Headquarters, II Field Force Vietnam, General Orders No. 4114 (November 15, 1969)

The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Warrant Officer One (WO-1) Otha D. Brooks, United States Army, for heroism while participating in aerial flight evidenced by voluntary action above and beyond the call of duty on 10 August 1969 while serving as a pilot with the Air Cavalry Troop, 11th Armored Cavalry Regiment, in the Republic of Vietnam. On this date Warrant Officer Brooks was piloting the troop’s command and control ship when an estimated company of North Vietnamese Army soldiers was spotted below. He made low-level passes over the area, directing the gunners’ fire on the enemy. When several enemy soldiers were captured, he guided his ship down into a small landing zone. After the prisoners had been transported to the interrogation center, he returned to the contact area and helped guide several evacuation ships to the area. Warrant Officer Brooks’ actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
