The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel (Medical Service Corps) Calvin Philip Sandifer, VI (ASN: 0-92789), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief, Clinical Support Division and Executive Officer, United States Army Medical Department Activity, Fort Leavenworth, Kansas, from 24 July 1975 to 30 April 1981. Lieutenant Colonel Sandifer’s managerial expertise was a prime factor in the activity receiving three successive satisfactory Annual General Inspection ratings and two successive two-year hospital accreditations. His aggressive recruiting efforts facilitated a 34 percent physician staffing increase, and his innovating direction of logistical programs dramatically upgraded medical equipment and capabilities. Lieutenant Colonel Sandifer’s exemplary performance of duty was in keeping with the highest traditions of military service and reflects great credit upon himself, the Army Medical Department, and the United States Army.
