The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Private Cyrus B. Lower, United States Army, for extraordinary heroism on 7 May 1864, while serving with Company K, 13th Pennsylvania Reserves, in action during the Wilderness Campaign, Virginia, for gallant services and soldierly qualities in voluntarily rejoining his command after having been wounded.
