    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Field Artillery) Robert Warren Samuel (ASN: 0-26723), United States Army, for gallantry in action while serving with Battery C, 862d Field Artillery Battalion, 63d Infantry Division, in action against the enemy on 18 April 1945, in the vicinity of Horlebach, Germany. When the infantry company to which he was attached as a forward observer was pinned down by enemy fire, Lieutenant Samuel, the only officer present, assumed command of an infantry platoon and led them to flank the resistance. When the platoon was in position, he advanced under fire to a hazardous observation post, from which he was able to direct artillery fire that silenced the enemy. Lieutenant Samuel’s heroic contribution to the success of the attack reflects credit upon himself and upon the Armed Forces of the United States.
