The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Major (Infantry), [then Captain] Howard S. Wilcox (ASN: 0-423347), United States Army, for gallantry in action while serving with Headquarters, 2d Battalion, 254th Infantry Regiment, 63d Infantry Division, in action from 17 to 22 March 1945, in the vicinity of Ensheim, Germany. Major Wilcox, under intense enemy fire, was assisting the company officers in their decisions as to the tactical use of the troops during the attack on the Siegfried Line. When an outpost guard was wounded, Major Wilcox crawled to the position and took charge for more than two hours. His continuous presence and encouragement as he walked among them, exposed to fire, did much to inspire the troops during the course of the battle. The magnificent courage and outstanding gallantry under fire of Major Wilcox reflect the highest credit upon himself and are in keeping with the finest traditions of the Armed Forces of the United States.
