Department of the Air Force, Special Order G-220 (May 12, 2003)

The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Airman’s Medal to Major Jeffrery C. Hilton, United States Air Force, for heroism involving voluntary risk of life at Pope Air Force Base, North Carolina, on 23 March 1994. On that date, Major Hilton observed a C-141 engulfed in flames as a result of being struck by a crippled and pilotless F-16, which had impacted the Pope Air Force Base ramp. Hearing explosions from the paratroop staging area, he ran headlong into the area and witnessed the carnage of smoke, aircraft debris, and soldiers burned by the fuel explosion from the F-16. He immediately removed the smoldering clothing from a soldier and made a dressing with the remains of the soldier’s shirt for his severely bleeding arm. He then carried the soldier away from the exploding ammunition. Realizing the magnitude of the tragedy and the need for decisive action, Major Hilton ran to his personal truck, emptied the back, and carried two of the most severely wounded soldiers, one burned over seventy percent of his body and the other with a severe head injury, to Womack Army Medical Center. Arriving at the Medical Center, he helped carry the soldier with the head injury into the emergency room and placed him on a bed. He then held down a burn victim so that medical personnel could administer morphine intravenously, and continued holding him until the morphine took effect, allowing medical personnel to administer to other casualties. The exemplary courage and heroism displayed by Major Hilton reflect great credit upon himself and the United States Air Force.
