The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain (Infantry) James Carl Kotrc (ASN: OF-101540), United States Army, for gallantry in action. Captain Kotrc distinguished himself by heroic actions on 15 April 1969, while serving as the Company Commander of Company D, 2d Battalion, 27th Infantry Regiment, 25th Infantry Division, in the Republic of Vietnam. Company D was established at Patrol Base DIAMOND when the base came under an intense hostile attack. During the initial attack, Captain Kotrc exposed himself to the intense hostile fire in order to direct artillery and gunships, as well as coordinate the fires of his elements within the perimeter. During the height of the mortar and rocket propelled grenade barrage, Captain Kotrc’s Command Post took a direct hit from an RPG, wounding several of his men. Ignoring the intense fire, Captain Kotrc moved to aid his wounded comrades. After getting the injured to safety and reorganizing his Command Post, Captain Kotrc remained outside the bunker, exposed to the hostile fire and continued directing artillery and gunships. His valorous actions resulted in the defeat of a numerically superior force. Captain Kotrc’s personal bravery, aggressiveness, and devotion to duty are in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, the 25th Infantry Division and the United States Army.

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Captain (Infantry) James Carl Kotrc (ASN: OF-101540), United States Army, for extraordinary heroism in connection with military operations involving conflict with an armed hostile force in the Republic of Vietnam, while serving with Company D, 2d Battalion, 27th Infantry, 25th Infantry Division. Captain Kotrc distinguished himself by exceptionally valorous actions on 29 July 1969 while commanding an airborne assault mission to reinforce a beleaguered Civilian Defense Group. When his unit began to receive hostile fire after disembarking from helicopters, Captain Kotrc quickly organized his men to sweep toward the enemy positions. As his company closed on the bunkers concealed in a hedgerow at the edge of a rice paddy, he encountered a wounded American advisor to whom he rendered emergency aid. After a medic arrived, Captain Kotrc directed gunship fire on the enemy and then rallied his men to drive the communists from their bunkers. During this valiant maneuver, Captain Kotrc was severely wounded, but he refused medical attention and continued to direct his men in taking a bunker system in a second hedgerow some seventy-five meters beyond the first. Advancing to the enemy emplacement through a barrage of rifle fire, he threw a grenade into the hedgerow. Although his feat succeeded in breaking the enemy stronghold, he was fatally wounded by hostile fire. Captain Kotrc’s extraordinary heroism and devotion to duty, at the cost of his life, were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Captain (Infantry) James Carl Kotrc (ASN: OF-101540), United States Army, for heroism not involving actual conflict with an enemy of the United States in the Republic of Vietnam. Captain Kotrc distinguished himself by valorous actions on 3 August 1967 while serving as a Special Forces Detachment Commander at Ba To. Observing a raging fire in an ammunition storage area, Captain Kotrc sounded the alarm and ran to the open pit. Flames had already engulfed half of the thirty-foot trench containing approximately sixty live artillery shells. Without waiting for the camp’s fire fighting equipment, he immediately began throwing and kicking dirt on the conflagration. Although numerous bystanders ran for cover from the potential disaster, Captain Kotrc’s personal example of selfless courage attracted a small group of Vietnamese soldiers to aid him in fighting the blazing fire. Even though he knew the live artillery shells could explode at any second, he fearlessly continued his mission until the danger was averted. Captain Kotrc’s heroic actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
