The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Captain (Infantry) Oscar Lee O’Connor (ASN: 0-5322152), United States Army, for heroism not involving actual conflict with an armed enemy in the Republic of Vietnam. Captain O’Connor distinguished himself by heroism on 16 November 1967, while serving as the Commanding Officer of Company D, 2d Battalion, 7th Cavalry, 1st Cavalry Division, during a combat mission near Phan Thiet, Republic of Vietnam. The company had set up a defensive perimeter around a Viet Cong bridge to be destroyed, and the engineers had lit the charges, when an ARVN soldier fell into the river upstream and was in danger of drowning. Captain O’Connor immediately ran to the prepared charges and ripped the burning fuses from then. He then dove into the rapidly flowing river, and swam across the strong currents to the drowning soldier and pulled him to safety. His display of personal bravery and concern for the welfare of his fellow soldier is in keeping with the highest traditions of the military service, and reflects great credit upon himself, his unit, and the United States Army.
