    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Colonel Chester R. Allen (MCSN: 0-4464), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving with the FIRST Marine Division in Korea during the period 30 June 1951 to 15 December 1951. Serving as Division Supply Officer, Colonel Allen consistently displayed outstanding professional skill and confidence in the performance of his duties. A most capable and inspiring executive, wise and persevering in solving the many problems of supply arising out of a long period of sustained combat operations, his meticulous attention to detail and untiring efforts contributed essentially to the tactical success achieved by the Division. Colonel Allen’s skilled service and exemplary conduct throughout were in keeping with the highest traditions of the United States Naval Service.
