    The President of the United States of America takes pleasure in presenting the Air Force Achievement Medal with Valor to Captain James R. Woosley, United States Air Force. Captain Woosley distinguished himself by heroism as HC-130P Pilot while engaged in ground operations against an opposing armed force at El Fashir, Sudan, on 28 November 2006. On that date, while on an air-land mission, Captain Woosley and his crew were held at gunpoint as peace time governmental detainees and ordered to surrender by Sudanese military officials. Accused of espionage and encountering an overwhelming force, Captain Woosley fearlessly refused to surrender. Facing possible execution, he exited the aircraft unarmed and negotiated crew release for 4 hours allowing time for diplomatic intervention. During this time, as mission commander, he was assaulted by 10 Sudanese soldiers yet remained steadfast. Hostilities escalated when soldiers were cleared to storm the aircraft. Surrounded and facing over 150 heavily armed troops, Captain Woosley again refused to yield and valiantly ordered his crew to man defensive firing positions. The aircraft defense lasted 2 hours until diplomatic channels prevailed. Captain Woosley’s courageous actions resulted in the recovery of all assets and the honorable return of 17 detainees. By his heroic actions and unselfish dedication to duty, Captain Woosley has reflected great credit upon himself and the United States Air Force.
