    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pride in presenting the Silver Star (Posthumously) to Private First Class Richard Wayne Shiver (ASN: RA-67084002), United States Army, for gallantry in action involving close combat with an armed hostile force in the Republic of Vietnam. Private First Class Shiver distinguished himself by exceptionally valorous actions on 10 January, 1968, while serving as a Rifleman with Company A, 3rd Battalion, 60th Infantry Regiment, 9th Infantry Division. During a fire fight near an enemy infested landing zone, the forward observer and his radio-telephone operator received wounds and were unable to operate their radio. With complete disregard for personal safety, Private First Class Shiver ran to their position and assumed the responsibility of calling for support. Although having never called in artillery before, Private First Class Shiver calmly and accurately directed fire upon the enemy positions. While moving out under concentrated fire to administer first aid to the injured, he was mortally wounded. Private First Class Shiver’s extraordinary heroism in close combat against a numerically superior Viet Cong force was in keeping with the highest traditions of the Military Service and reflect great credit upon himself, the 9th Infantry Division, and the United States Army.
