The President of the United States of America, authorized by Executive Order 11046, 24 August 1962, takes pleasure in presenting the Bronze Star Medal to Major Ronald A. Burgess, United States Air Force, for meritorious achievement as Commander, 332d Expeditionary Logistics Readiness Squadron, 332d Expeditionary Mission Support Group, 332d Air Expeditionary Wing, Balad Air Base, Iraq while engaged in ground operations against an opposing armed force from 12 November 2003 to 15 March 2004. During this period, while exposed to extreme danger from hostile bombing and mortar attacks, Major Burgess superbly led 165 personnel to set up the first Expeditionary Logistics Readiness Squadron, the largest squadron on Balad Air Base, in direct support of Operation IRAQI FREEDOM. Major Burgess’ superb tactical and strategic planning during the development of our initial bed down plans, and the relationships he cultivated with his Army counterparts, were vital in the establishment of the largest strategic air logistics hub inside a combat zone since the Vietnam War. As part of the first cadre deployed into Balad Air Base, Major Burgess’ magnificent leadership was essential in transforming Balad into a strategic inter-modal air operation, moving 36,000 cargo tons and 54,000 passengers through the Logistics Support Area Anaconda, and drastically reduced the number of high-risk ground convoys by the Army sparing over 5,000 soldiers from this hazardous duty. When the Air Force mission expansion exceeded the Army’s fuel capacity, Major Burgess responded by building an 840,000 gallon fuel storage system, 5.2 million gallons pumped, cutting our aircraft fuel response times by 50 percent. While under attack, he selflessly directed evacuation and accountability during mortar and rocket impacts ensuring personnel safety and security. The exemplary leadership, personal endeavor and devotion to duty displayed by Major Burgess in this responsible position reflect great credit upon himself and the United States Air Force.
