The President of the United States of America, authorized by Executive Order 11046, 24 August 1962, takes pleasure in presenting the Bronze Star to First Lieutenant Raymond P. Bixler, United States Army, for exceptionally meritorious achievement while serving in support of Operation NEW DAWN from 3 December 2010 to 15 October 2011. First Lieutenant Bixler’s untiring efforts were instrumental to success of capacity building operations throughout the United States Division-South, Department of State Provincial Reconstruction Team area of operations. His true professionalism and leadership are in keeping with the finest military tradition and reflects great credit upon himself, the United States Division-South, United Stat es Forces-Iraq, the Department of State, and the United States Army.
