The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Field Artillery) Charles W. Mays, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Group Commander, 407th Field Artillery Group, Headquarters XVI Corps Artillery, from 3 February 1945 to 1 June 1945, in Germany. During the attack of the Corps across the Rhine and subsequent operations in the reduction of the Ruhr Pocket, Colonel Mays exhibited distinguished and inspiring leadership while in command of his group of four battalions. He rendered continuous support to each of two Divisions in turn in a most effective manner for a period of twenty-four arduous days. The comprehensive and timely planning, and eminent professional abilities manifested by Colonel Mays throughout the operations were directly responsible for the success of his Group in battle and contributed in a great measure to the victorious consummation achieved by the Corps, thus reflecting great credit upon himself and the armed forces of the United States.
