The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Storekeeper (Surface Warfare) First Class Geoffrey M. Ross, United States Navy, for heroism while serving at the Naval Diving and Salvage Training Center, Panama City, Florida, on 16 May 1993. While traveling in his vehicle, Petty Officer Ross saw a vehicle crash into a power pole and overturn. With the ground ablaze, he immediately set forth with another civilian to put out the fire and reach the victims, and the civilian walked into the dangling power line and was electrocuted. Petty Officer Ross immediately raced up the embankment, crawled under the sparking power lines and dragged the still burning body of the victim to safety. After putting out the fire on the victim’s head and body with his hands, he immediately began cardiopulmonary resuscitation, bringing the victim back to life. He then returned to the accident site to free the remaining accident victim. By his courageous and prompt actions in the face of great personal risk, Petty Officer Ross saved the life of the electrocuted victim and significantly reduced the seriousness of injuries of the accident victims; thereby reflecting great credit upon himself and upholding the highest traditions of the United States Naval Service
