    The President of the United States of America, authorized by Executive Order 11046, 24 August 1962, takes pleasure in presenting the Bronze Star Medal to Technical Sergeant Lewis A. Flowers, United States Air Force, for meritorious service as the Noncommissioned Officer Advisor to the Technical School, Air Training Center, Vietnamese Air Force, Air Force Advisory Team Seven, Republic of Vietnam, while engaged in ground operations against an opposing armed force from 8 October 1969 to 6 October 1970. His exceptional tact and diplomacy resulted in the institution of highly successful programs that significantly improved Technical School operations and permitted an orderly expansion of the school to meet the goals of the Vietnamization Program that depend on having technically qualified personnel. He accomplished in an outstanding manner the identification of such essential factors as facility, equipment, and instructor requirements to insure the expansion could be achieved. The exemplary leadership, personal endeavor, and devotion to duty displayed by Technical Sergeant Flowers int his responsible position reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
