    (Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross with Combat “V” to Warrant Officer 1 (WO-1) Philip Schmiesing, United States Army, for extraordinary heroism and gallantry in aerial combat from 27 February 1991 to 28 February 1991, while serving with Troop C, 1st Squadron, 4th Cavalry Regiment, 1st Infantry Division (Mechanized), during Operation DESERT STORM. While under enemy fire and adverse weather conditions, he flew deep into enemy-held Kuwait. His demonstrated bravery and leadership skills were above and beyond the call of duty. His flawless execution was key to the total success of the unit mission, the destruction of Iraqi ground forces and the liberation of Kuwait. Warrant Officer One Schmiesing’s superb performance was in keeping with the proudest traditions of the Military service and reflects great credit upon him, the 1st Infantry Division (Mechanized, and the United States Army.
