The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross with Combat “V” to Lieutenant Commander William Garnet Ballard, United States Navy, for heroism while participating in aerial flight during Operation ELDORADO CANYON as a Bombardier/Navigator of an A-6E Intruder aircraft attached to Attack Squadron THIRTY-FOUR (VA-34), embarked in U.S.S. AMERICA (CV-66) on 15 April 1986. Lieutenant Commander Ballard demonstrated exceptional heroism, airmanship, and unfailing determination while conducting night anti-terrorist operations. While ingressing to the target at extremely low altitude and high speed, his A-6E Intruder was exposed to the most sophisticated surface-to-air missile and anti-air artillery defenses in the history of Naval Aviation. Leading the attack in the face of intense enemy fire, he expertly utilized the A-6E attack system to deliver a devastating blow to the enemy. This attack demonstrated the unquestionable resolve of our national policy to counter terrorism at its origin. His superb detailed planning and airborne leadership resulted in the safe return of all six strike aircraft with not combat damage. Lieutenant Commander Ballard’s daring actions, unsurpassed airmanship, and loyal devotion to duty in the face of great personal risk reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
