    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Specialist Fourth Class William Franklin Harrell, United States Army, for gallantry in action. Specialist Fourth Class Harrell distinguished himself by heroic actions on 9 December 1968, while serving as a forward observer with Company A, 1st Battalion, 5th Infantry Regiment, 25th Infantry Division, in the Republic of Vietnam. While conducting a sweep, Company A came under an intense communist small arms, automatic weapons, and RPG fire. With complete disregard for his own safety, Specialist Harrell exposed himself to the withering Viet Cong fire as he moved to an exposed position to call in and adjust artillery on the insurgents. As the first artillery round impacted, Specialist Harrell again exposed himself to the devastating enemy fire as he accurately adjusted the rounds on the insurgents’ position. As Specialist Harrell attempted to observe the damage inflicted by the projectiles, he was mortally wounded by enemy small arms fire. His valorous actions were responsible for the successful thwarting of the hostile attack. Specialist Harrell’s personal bravery, aggressiveness, and devotion to duty are in keeping with the highest traditions of the military service and reflect great credit upon himself, the 25th Infantry Division, and the United States Army.
