The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Joshua N. Winkler, United States Army, for heroic actions on 9 April 2008. In the early morning hours Specialist Winker came to the aid of an accident victim that had careened off a major roadway into a wooded area surrounding his apartment complex. He conducted a cursory medical assessment and helped the victim thirty feet to a safe locaiton where he would be protected from the fire and debris from the burning car. His implementation of medical training, calm and assertive decision-making ability, and his determination to help a stranger despite great risk to his personal well-being were instrumental in preventing further harm. Were it not for his actions, the victim of the crash would have suffered severe burns and additional injuries, and could have lost his life. Specialist Winkler’s actions and demonstrated leadership are in keeping with the finest traditions of military service and reflect great credit upon himself, the 1st Ranger Battalion, and the United States Army.
