Headquarters, 7th Air Force, Special Order No. G-954 (November 5, 1966)

The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pride in presenting the Silver Star (Posthumously) to Major Saul Waxman (AFSN: FR-28761), United States Air Force, for gallantry in connection with military operations against an opposing armed force in Southeast Asia on 17 September 1966. On that date, Major Waxman was providing flak suppression for the other members of his flight who were striking a key bridge on an important line of communication. With complete disregard for his personal safety, Major Waxman struck a surface-to-air missile site resulting in complete destruction of an important defense. This courageous and aggressive attack, despite adverse weather and heavy resistance, allowed the other members of his flight to safely strike and egress the target area. By his gallantry and devotion to duty, Major Waxman has reflected great credit upon himself and the United States Air Force.
