James Walsh graduated from the U.S. Military Academy at West Point, Class of 1935. After serving in the Army Air Forces in World War II, he transferred to the U.S. Air Force when it became a separate branch of service in 1947. He retired in 1964 as a U.S. Air Force Major General.

    (Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Colonel (Air Corps) James Howard Walsh (ASN: 0-19824), United States Army Air Forces, for gallantry in action against the enemy while serving with the XII Bomber Command, 12th Air Force, in aerial operations in the North Africa Theater of Operations, in 1942 and 1943. As Operations Officer, Colonel Walsh contributed to the combat efficiency and outstanding strategic bombing of the Wing. The gallant actions and dedicated devotion to duty demonstrated by Colonel Walsh, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army Air Forces.
