    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star (Posthumously) to First Sergeant [then Staff Sergeant] Charles E. Cloutier (ASN: 6133495), United States Army, for gallantry in action while serving with the 18th Infantry Regiment, 1st Infantry Division, in action against the enemy in North Africa, during World War II. When forward units were in dire need of food and ammunition during a determined enemy assault, Sergeant Cloutier voluntarily faced intense enemy artillery and machine gun fire to supply these units. His courageous action was in keeping with the highest traditions of the Military Service.

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Staff Sergeant Charles E. Cloutier (ASN: 6133495), United States Army, for gallantry in action while serving with the 18th Infantry Regiment, 1st Infantry Division, in action against the enemy in North Africa in 1943. After having braved heavy enemy artillery fire in delivering a message to a combat patrol, Sergeant Cloutier, on his own initiative, remained with the patrol, assisting greatly in the accomplishment of its hazardous mission. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
