    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Staff Sergeant Gavin S. Fisher, United States Air Force, for gallantry as Pararescue Technical Rescue Specialist, 83rd Expeditionary Rescue Squadron, 455th Expeditionary Operations Group, 455th Air Expeditionary Wing, while engaged in ground combat against an enemy of the United States in Ghazni Province, Afghanistan, 11 August 2018 to 12 August 2018. During that period Sergeant Fisher was assigned to a Combined Joint Special Operations Task Force conducting a ten day crisis response mission to repel over five-hundred Taliban fighters from Ghazni City. Sergeant Fisher served as a rear gunner for the lead vehicle when the convoy suddenly came under attack by Taliban fighters with rocket propelled grenades and heavy machine gun fire. During the ambush he was struck by rocket propelled grenade shrapnel, but despite his injuries, he returned fire, and directed the vehicle out of the danger area. Sergeant Fisher, without hesitation or regard for his own personal safety, dismounted his armored vehicle and began to assess and treat four wounded Soldiers while at the same time engaging two enemy fighters within fifty meters of his position. He provided advanced medical treatment, stopping massive bleeding, and administered blood transfusions to two critically wounded Soldiers until the convoy arrived at a suitable medical evacuation site. Additionally, during a second ambush, he still wounded, and refusing his own evacuation, treated five additional partner force casualties that were critically wounded and facilitated a second medical evacuation, saving their lives. Furthermore, upon occupation of the Mission Support Site, enemy indirect fire wounded twelve partner force Soldiers. He, maneuvered seventy-five meters through overwhelming heavy machine gun fire, as well as small arms fire, to assess and treat five wounded Soldiers during the engagement before tending to his own wounds. Finally, as the team continued clearance operations of the city, as serving as rear gunner, engaged one enemy fighter as a rocket-propelled grenade directly struck his vehicle, severely wounding him. He continued to engage the enemy with his primary weapon, directing his team to safety, until ultimately relenting to medical care. His actions directly saved the lives of ten critically injured Soldiers, medical evacuation of twenty casualties, and the elimination of one hundred eighteen Taliban fighters. By his gallantry and devotion to duty Sergeant Fisher has reflected great credit upon himself and the United States Air Force.
