By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant Major William A. Walters, Jr. (ASN: 548602), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Headquarters Company, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, Sergeant Major Walters distinguished himself by devotion to duty as Sergeant Major, 2d Battalion, 38th Infantry Regiment, during the Defense of the Marne, 15 July 1918. Sergeant Major Walters assisted in reorganizing the extra units of Battalion Headquarters so they could be sent to assist Captain Reid, Company F, on the right flank. He kept the morale of the liaison men up and assisted in writing and transmitting messages. He went into moulins, France, which was under heavy artillery fire many times to assist in sending prisoners to the rear.
