By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain (Infantry) Edward Harrah, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 38th Infantry Regiment, 3d Division, American Expeditionary Forces, at Hill 299, Verdun Sector, near Montfaucon, on 21 October 1918, when his Battalion Commander was killed, Captain Harrah took command of the Battalion, and by his bravery and personal disregard for danger in the face of severe enemy fire and superior odds, rallied his men and led them in the attack which terminated in the taking of Hill 299; and for six days he held this position in the front line, the only officer remaining in the Battalion, setting an example of courage and fortitude to his command of 96 men – the survivors of the four companies of his Battalion – until relieved by fresh troops.
