By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain (Medical Corps) Richard L. Eltinge, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 38th Infantry Regiment, 3d Division, American Expeditionary Forces, at Mezy, France, on 22 July 1918, when his Battalion crossed the Marne, Captain Eltinge went forward with the advanced elements and by his coolness and disregard of all danger helped to steady the men under very trying conditions. After the taking of Jaulgonne he went forward with the first troops, and after the capturing of a machine gun nest immediately turned the position into an advanced aid station and personally organized litter bearers to bring in the wounded.
