By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Major (Medical Corps) Abraham R. Winston, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 38th Infantry Regiment, 3d Division, American Expeditionary Forces, Major Winston’s has at all times been conspicuous for his efficiency, energy and constant devotion to duty, during the occupation of the Ypres Salient. He at all times availed himself of opportunities to improve conditions at the aid posts, disregarding the shell firing which was almost continuous. At Bellicourt, on 29 September 1918, at the commencement of the attack, he went forward, organized stretcher bearers, made reconnaissances and supervised the evacuation of the wounded under enemy bombardment.
