By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain Charles D. Norman, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 30th Infantry Regiment, 3d Division, American Expeditionary Forces, without regard for his personal safety, Captain Norman volunteered and remained for three days from 15 to 18 July 1918, in the Bois d’Aigremont, under constant and severe shell fire, supervising the issue of rations, water, and ammunition to the troops, frequently conducting carrying parties to the troops themselves. During the Meuse-Argonne offensive this officer made repeated voluntary reconnaissances of front line positions, under heavy shell fire, to insure troops were being properly fed and supplied with ammunition.
