By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Leslie Midkiff, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company B, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, throughout the Aisne-Marne Offensive from 18 to 29 July 1918, being detailed as a runner, Private Midkiff rendered conspicuous service, showing initiative and coolness under fire and presence of mind. On 26 July, after the attack on Le Charmel, while the town was being heavily bombarded, he succeeded in delivering a message to Regimental Headquarters after one runner had been killed in the attempt.
