By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Joseph Albers, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company E 7th Infantry Regiment, 3d Division, American Expeditionary Forces, Private Albers volunteered to carry a message from La Rocq Farm, France (Marne Defensive) to a unit 3 kilometers away across a shell-swept area and under direct observation of the enemy. Two men had made the attempt and were casualties. Private Albers went alone and accomplished his mission. Through his tireless efforts liaison was established on right and left, under constant artillery fire.
